To unlock the courses in Wave 3, you must cough up £22.49 / $24.99 for the Mario Kart 8 Deluxe — Booster Course Pass DLC in the Nintendo eShop or My Nintendo Store. That is unless you have a paid Nintendo Switch Online + Expansion Pack membership! In that case, you can get the Booster Course Pass at no additional cost.
Purchasing the Mario Kart 8 Deluxe Booster Course Pass gives you access to all eight Wave 3 courses when they get released, plus the 16 courses in Wave 1 and Wave 2.
