The vast majority of Rock Octoroks in Tears of the Kingdom spawn in the peaks of Eldin Mountains, around Death Mountain and Goron City. You can also use a Blood Moon to your advantage, by farming the population in this area and then killing them all over again when they respawn from the Blood Moon.
Equally, there are other areas you can go to such as Momosik Shrine. There are three Rock Octoroks in this area that you can get and get their resources.
Alternatively, you can start out at the Sibajitak Shrine (2411, 2447, 0375) and get roughly 6 Octoroks.

How to Repair Weapons
To repair a weapon using a Rock Octorok is incredibly simple. You only have to do two things when approaching the Octorok:
Firstly, once you have gotten close to the Rock Octorok, you then select the weapon that you want to be repaired and drop it on the ground.
Once you’ve done this, they should suck it up and you’ll see a sparkle above their head as they repair it. They’ll spit it out at you full force, so make sure to block it as you retrieve your weapon.
The Rock Octorok can only repair a weapon once, so kill it and then wait for it to respawn during a Blood Moon.
