If you want to begin this particular side quest in the game, you’re going to want to make sure that you are an Official Reporter for the Lucky Clover Gazette before you can get access to this quest. Once you have, you will then be able to begin this quest, and you are tasked with finding a missing herd of White Goats.
This quest can be found once you’ve been to the Clover HQ in the southeast of Rito Village. You’ll find that this quest is part of the “Potential Princess Sightings” quest arc, and this quest happens to be along the way.

You’ll want to head to the Tabantha Bridge Stable where you’ll find the empty Goat stable in the South-East. Chork is sad because his Goats are missing, and he mentions a recipe for unground Hylian Pine Cones. Once you’ve spoken to them, you then follow a trail of the Pine Cones.
If you happen to get lost, the coordinates for the Goats are (-2546, 0409, 0150). In the middle of the herd of Goats will be a message in a bottle. Interact with it, read the message and that will finish up the quest for you.
