The Ring Garland in Tears of the Kingdom is primarily used for one thing in the game (other than looking nice). It’s part of a small encounter that takes place in Gerudo Town.
On its own, the Ring Garland doesn’t really have a use, but you can fuse it to a shield to carry it around. It makes your shield look pretty nice, and after fusing it, you can head to the southwest of the map to Gerudo Town and enter the Gerudo Shelter.
In there, you’ll find a character called Ashai. She will react with excitement when she sees your Ring Garland shield, but you won’t get any special rewards for doing so. Unfortunately, other than that, the Ring Garland doesn’t have any important uses.

You can find the Ring Garland in Kakariko Village in Zelda: Tears of the Kingdom. Kakariko is roughly southeast of Lookout Landing, and it’s easily spotted from afar due to the large ring-like ruins floating near it.
In the village, you can find a stall where someone is selling the Ring Garlands for 5 rupees each. You can only buy one per day, but you can have an unlimited number of them if you keep coming back over time.
There are no rewards associated with the Ring Garland and no major quests, so it’s just one of the many small details in Zelda: Tears of the Kingdom.
